Firstly, you have to visit MCD website i.e. www.mcdonline.gov.in. Select an Architect / Structural Engineer from the list available on it. The registered Architect will guide you and prepare the plan as per the UBBL-2016 & MPD-2021 and upload the same for online sanction alongwith online deposit of Bldg. Permit Processing Fee @ Rs. 10/ sq.m. of Built-up area.
There are total 8 no. of steps involved in obtaining construction permit.
1. Submit online Common Application Form(CAF)
2. Grant of online sanction including NOC from external agencies (if required) - 30 days
3. Payment of requisite charges and release of sanctioned building plan
4. Intimation of completion of work upto plinth level
5. Issue of plinth level inspection certificate. - 7 days

For submission of online Building Plan Application, a single Common Application Form (CAF) has been devised by the Municipal Corporations. The Architect is required to fill-up online all the information related to the plot viz. name of the owner, size of plot, name & category of colony, name of the zone, architect/structural engineer/supervisor details, etc. The information is automatically transferred to the external agencies (DFS, DUAC, AAI,NMA,DMRC, etc.) for providing their NOCs as the case may be.

Color Coded Zonal Maps (CCZM) have been prepared to determine the requirement of NOC from these external agencies for a particular property. To further streamline the CCZM’s, a single superimposed CCZM map has been got prepared through Geo Spatial Delhi Limited (GSDL) making it easier to determine the requirement of NOC.
It will depend upon size of the plot, location, type of building, height of building, etc. You may check requirement of NOC as per the following NOC Matrix:-

- Plot size 1000 sqm. and above abutting 24.0 M. ROW or above.
- District Centres/sub-District Centres/Civic Centre/large residential comp. on area more than 2 hect. or taller than 26 mtr.
- All plots in Shahjahanabad and LBZ area.
Airports Authority of India (AAI)
- As per CCZM
Heritage Conservation Committee (HCC)
- As per list of heritage properties notified by GNCT Delhi.
Delhi Metro Rail Corporation (DMRC) As per CCZM
– for the buildings along metro corridors/ stations within the distance of 11 mtrs. from the edge.
- Built up area more than 20000 sqm (as per NGT orders dated 08.12.2017).
Delhi Jal Board (DJB)
- Not required for sanction of Building Plan
- Jal Board connection request can be made through CCAF (Common Completion Application Form) at the time of applying for completion certificate.
Forest Deptt. Tree Cutting Permission
- Request can be made through the Common Application Form
Delhi Pollution control committee (DPCC)- Consent to establish is required for following buildings :-
(i) Industrial Sheds/Plants.
(iii) Restaurants/ Eating Houses.
(iv) Banquet Halls.
(v) Automobile Service Stations.
(vi) Petrol Pump cum Service Stations.
(vii) Commercial/Office Complexes
Note: * In 95% cases, there is no requirement of any NOC from the external agencies. These agencies have been integrated with the common application form of municipal corporations. In rare cases say 1 in 1000 there might be requirement of NOC from all the external agencies mentioned above.
No. You don’t have to go to any office for obtaining NOC for building plan sanction. Your architect can find out the requirement of NOC by referring to the above NOC matrix and CCZM. If your architect fills-up the CAF, the required information goes to concerned NOC agency online.
The stipulated time for providing NOC is 15 days. If NOC department does not approve or refuse the proposal within 15 days, NOC shall be deemed approved. The architect can view it on their portal.
The applicable charges as calculated by the Online Fee Calculator are required to be deposited through online mode only such as RTGS / NEFT/Net Banking etc. No cash/cheque or Demand Draft is accepted.
The sanctioning authority may grant or refuse the sanction and shall communicate its decision to the owner / applicant within the time limit as specified in “Risk Based Matrix”.
In the spirit of Ease of Doing Business, the buildings have been classified on the basis of risk parameters to approve the building plans on fast track system. This classification also helps in fast tracking the issuance of completion certificate.

The Building Permit shall remain valid for 5 years from the date of its issue subject to condition that construction work at site shall start within one year from the date of sanction of Building Plan and no building activity can be carried out after the expiry of validity of building permit.

Yes, the proposed building plans are checked by the rule engine of the Online Building Plan Sanction system. The rule engine developed by the software team of MCD is intelligent enough and it incorporates all the provisions of UBBL and MPD. However, it is to be noted that the rule engine checks the plans on the basis of the information provided by the architect. If the architect fills up wrong information, the MCD reserves the right to revoke the building plan besides taking action against the professional/owner as per rules.
No plan is sanctioned in unauthorized colonies. However, in case of unauthorized regularized colonies, one can get the bldg. plan sanctioned as per online building plan sanction procedure.
In U/R colonies, Village abadies & special Areas, the width of the access road is to be maintained as per Regularization Plan, Development Plan and DDA Notification dated 17.01.2011 and various circulars issued in this regard. If the road where the plot / property is situated is not as per the above said plans/circulars, equal widening on both sides of the road is to be proposed to maintain the width of the road as specified above.

This is related to Plinth level inspection. In case of Moderate and High risk buildings, on completion of work up to plinth level, the owner through his architect/ engineer/ supervisor, shall submit an intimation of such completion, in Form C-1, to the concerned Zonal Building Department.
The sanctioning authority shall prepare plinth level inspection report, in Form C-2, and inform the same along with the deviations, if any, to the owner / professional within 7 days .
In case of Very Low and Low risk buildings, the architect/ engineer/ supervisor shall conduct plinth level inspection and shall submit the Inspection Report, in Form C-2, to the concerned Zonal Building Department.
Yes, the intimation of building completion is to be given through common occupancy cum completion Request Form “(COCCRF) online (on the same ID used for sanction of building plan) alongwith, plans & drawings, ownership documents, Lift manufacturer’s certificate, Photograph of the Building, Structural Safety certificate in proforma given in declaration Proforma -2 of UBBL-2016.
The following items are mandatory for issuance of occupancy-cum-completion certificate:
(i) Flooring of any type.
(ii) Electrical wiring. However, electrical fitting shall not be mandatory.
(iii) Plumbing and fitting in at least one toilet and kitchen.
(iv) Name and number plate.
(v) For internal and external finishing of walls or plastering shall not be mandatory.
(vi) Building shall be lockable, i.e. all external door and windows have to be provided. In case grill is provided in the windows then fixing of glass in the window panes shall not be mandatory.
No further construction can be carried out without the submission / issue of Plinth level inspection report free from any deviation or deemed completion of plinth level inspection. Violation of this provision will attract penalty at same rate as that for building permit fee for sanction of building plan.
Single joint inspection of the site is automatically generated by the online system for MCD, DFS and DJB (in case of water/sewer connection) only. The site inspection is required in moderate risk and high risk category of buildings only.
The construction at site shall be carried out strictly as per sanctioned building plan. However, if construction at site is carried out beyond the sanctioned plan, the excess permissible coverage shall be compounded as per prescribed rates.
The policy for “DIG AND RESTORE” has been formulated. The cutting and restoration of roads upto 5.0 mtrs will be undertaken by licensed plumbers of DJB. Thereafter, building proponent through empanelled contractors of M.C.D. will get the restoration of road cuts made for laying of water and sewer connections. At the time of issue of completion certificates, MCDs will verify the quality of repair of road restoration. The list of empanelled contractors and licensed plumbers of DJB are available on website of all three MCDs.
The service of the Architect can be dispensed with any time, if not satisfied with his/her performance and information through mail in this regard be sent to the concerned Bldg. Deptt. / Bldg. HQ / IT helpdesk for necessary action.
Yes, you can discuss the issue on every Wednesday between 11.00 AM to 04.00 PM in the office of SE(B)HQ and concerned Zonal Building Deptts. to sort out the issue related to sanction of Building Plan / Rejection of Plan. However, there may be various reasons of rejection of Building Plan some of which are as under:-
(i) The Ownership documents are not found in order in favour of applicant.
(ii) The Plot/ Land is not in conformity with layout plan/Zonal Development plan / regularization plan and other zoning regulations.
(iii) The proposal is not in conformity with the provisions specified in MPD-2021 and UBBL-2016.
The Architect/Structural Engineer/Site Supervisor/Site Engineer /Construction Company including contractor/Sub-Contractor shall be held liable for any structural flaws or defects in all risk category of buildings having plot area 750.0 sqm and above and the construction company including contractor / sub-contractor shall take decennial professional liability insurance to cover for such liability.
No such “No Dues Certificate” is required by the MCD’s in the CAF (Common Application Form) for sanction of building plan.

Any individual person/firm/govt. org who intends to carry out construction/reconstruction on their properties which fall within the Regulated Area of any centrally protected monuments/sites, need to apply for NOC from NMA prior to proceeding with the construction/reconstruction.
Area beginning at the limit of Prohibited Area of any centrally protected monuments/sites and remains to a distance of 200 meters in all direction are called Regulated Area and comes under NMA jurisdiction.
Common Application Form of the concerned ULB to the Competent Authority who may on the basis of recommendation of the National Monument Authority may grant or reject the permission.
